The President of the US is also the Commander in Chief, i.e. all military activities (sometimes used to save a country from disaster) are directed and approved by the President. Not even the Secretary of Defense has the authority to “order” war on another country. In fact, if we followed our Constitution, it is Congress which is the final arbiter of a Declaration of War.
