Letâs try 5th grade level. If the system encourages people to speak, to participate locally, and is not based on how much money you and your buddies have, then better candidates can work their way up, based on merit. If voters are good at picking the best policies, then they will pick the candidates that advocate for those policies.
It would have ensured we had higher caliber of people representing us, and by extension in positions of power throughout the system - A world where for the good of the people still meant something. Not that it would cure self serving tendencies, but it would sure tamp it down.
