The States have the authority to enforce the law against them, but they typically do not. Hence some general citizens have taken it on itself to oppose the rising numbers of fascist groups, and to oppose the current Federal Administration’s, generally Pro-Fascist stances. And those sort call themselves Anti-Fascists (aka, Antifa).
If the States enforced the laws against all of the fascist gangs, then Antifa would have nothing to do, and would fade away.

This is an effective way to deter peaceful protestors from fomenting lawless destruction of property: folks should ape their forebears defending themselves in the wild west. They should armed themselves within their properties and fire at will when peaceful protestors attempt to break in to loot their businesses or burn their cars on their properties. This would stop them a lot faster than the national guards. Make sure video evidence of encounters are collected by defenders from rooftops.
