He has turned peaceful protests into violent ones by having his thugs attack peaceful protesters and staging looting, blaming it all on the protesters, who weren’t violent before his thugs attacked. There was no looting and setting things on fire until his thugs attacked and did it. If we are going to make wild claims, then I can also say that no police agency even in the US is reviewing any tactic. Policing procedures to deal with thugs is similar to medical procedures for dealing with germs. They are best practices developed by professionals.
