You must know about the massive spending packages that have passed. Throw everything into one big bill and give no one time to read the bill. That’s how congress has been able to keep funding the deep state.
The policy of funding along with the department’s ability to write the laws and regulations and not responding to congressmen’s request for information is exactly what caused 7M people so far to die. The deep state is acting like a fourth branch of government. Congress asked for data and said they did not want to allow any gain of function to take place. The departments did a run a round to hide the funding and did the gain of function. This was back in 2015 and they are still doing Gain-of-function today.
