Legal Question

If my neighbor is rich, and for some reason hates everyone on the block, what’s to stop him from suing everyone, one by one, with the intent not of winning, but only in bankrupting them because of the legal fees they’ll have to pay to defend themselves? (Assuming he can come up with minor but non-frivolous reasons to sue).

So it looks like it's only against the law in a few states in the US. Boy now if I can only get my hands on a million bucks. :)
