Russia may be more receptive but it’s 50/50 because they’re a bit shady and have some trust issues but Singapore may be more open to your ideas. Or Seoul.

Have you looked into what hypothetical science is behind Snowpiercer?
I got the impression that once you put enough energy into the system it becomes “perpetual” But if you have to back off, you have to store the energy so you can later pump it back up to the perpetual state .

You forgot to add in a “closed system” energy does not get lost (entropy) but becomes converted (usually into heat).
But AFAIK, Snowpiercer does not present a true closed system, but then it is a scifi movie, not science.
