You can’t come up with any policy or any direct action individuals should take to force govt into implementing these policies and making the change.
Yes, you can write your representative in government and make the case for a change in the unconstitutional law that forbids Hemp cultivation on the basis of some imaginary danger to the general public. If enough "voters" do this the representatives will listen. They like to get reelected.

How do you envision forcing the government to do anything? Take over the Capitol and hold representatives hostage to your demands? You force government to take action by voting on issues, such as legalization of Industrial Hemp, especially in states where marijuana is already y legalized and there is absolutely no reason to continue with a law that had no legitimate purpose to begin with. You are a good writer> make your case in public. No one is going to accuse you of pushing drugs. Hemp is not a drug, it is a cash crop with 1500 commercial uses and is eco friendly.

Stop with the objections and agree with this realistic approach to mitigate climate change and AGW.

Let’s at least present a united front in this effort. Are we in agreement?

It seems that kelp can be called the Hemp of the ocean. This incredible composite organism has many eco-friendly uses, including bio-fuel and grows at a rate that easily meets large scale harvesting methods.

Absolutely, but that doesn’t really address the reality of what we are facing. For one, the entire reserves above and below ground of oil in the world will run out in some 4o years, unless we immediately begin by drastically reduce oil drilling and start limiting gasoline consumption.

A Tax will not prevent the exhaustion of our current oil reserves. This requires a fundamental shift of energy supply for our lifestyles. If it isn’t available cheap enough, entire segments of the population will be forced to switch to high priced sub-standard public transportation.

Industries must plan for and invest in supplies for an immediate changeover. In the grand scheme of things, 40 years is a very short time for half the world’s industries.

You cannot legislate the climate. Now is the time for action. Plant Hemp ! That is a policy that actually has an immediate impact on CO2 and AGW.

Pay the farmers to plant it. Right now fires are destroying hundreds of thousands of acres of forest. Start planting immediately, and in 3 -4 months you will have the equivalent CO2 scrubbing power as the forests that got burnt. Keep planting and in 1 year you will start reversing the CO2 accumulation.

Don’t just whine and complain, do something!

The Government can loan them. The value of the cash crop will offset more than enough. Don’t forget Hemp is an industrial crop of incredible variety.

In the meantime, the earth’s atmosphere and soil are being restored. Remember, no pesticide is needed! Very little crop maintenance.

It only takes a few large swatches of burnt up Federal lands. Biden could declare Hemp legal by executive order. And then the money will become available. This could be done in a few days.

There is a thriving financial market for Hemp outside of the US. It is an established and profitable industry.

Like much of the world, China eventually banned hemp. But it didn’t take long for the country to resume its place in the hemp industry once the prohibition was lifted in 2010.
