It is a State issue. The Republican Congress has made no law.
But considering National Security is not splitting hairs. Allowing something is not the same as supporting something. That’s why we have 2 different terms.

But one indication of support for “Green products” is Tax incentives for manufacturing and purchasing EV and other non-oil-based products.
Cultivation and manufacturing of Hemp products could replace a lot of oil-based products.
My question is why average middle-class people believe in a Trump presidency?
Is it because he promises tax cuts.?
I can understand rich people giving millions of dollars to Trump, because if he becomes president he will cut taxes for the rich too (including himself).
But while a tax cut for the poor may consist of couple of hundred dollars per year, a rich person may get a tax cut of couple of hundred million dollars for that year.
To the poor, a tax cut feeds a false hope. That’s why they vote.
To the rich, a tax cut feeds their wealth. That’s why they donate.
You only need to understand the logic of the rich, the rest is human psychology. Money feeds the propaganda machine, it creates manipulated video, owns media, grooms young politicians and judges, so they can make the laws that keep people uneducated so they don’t make logical decisions.
Noooo… Kamala Harris is not a power-hungry Capitalist like Trump. She sees the role of President as “serving” the people living and working inside the Nation.
She started her career in law enforcement and as a prosecutor always began her court appearance with "Your Honor , Kamala Harris, For the People.
And her continued representation of her constituents in the Senate and as Vice-president shows a record of positive votes and accomplishments in favor of the “middle class” and in the spirit of “being a friend in need”.

Demagogic themes appeal to Americans because of the results of over forty years of capitalist liberal policies enacted by both Democrats and Republicans. Governing for the rich creates opportunities for tyrants, who excite voters with emotional issues. Subjects to authority rather than informed citizens. Citizens ripe for supporting wars to establish a doomed global supremacy the rest of the world is going to reject much to the surprise of Americans.
