The answer is that an individual’s actions almost always still make a difference, even if there are many other people involved. For example, if you reduce your greenhouse gas emissions, there will be less climate change. To be sure, there still will be climate change.

It is the State, not the Feds that controls fracking until Congress makes a Law against fracking. Several States have voluntarily prohibited or restricted fracking, especially near habitat, due to some unfortunate consequences of deep horizontal drilling.
p.s. Fracking may actually violate private property rights as they run deep underneath homes.
