That does present a problem. How do you test a beam of light before and after it has travelled 1,000 light years? We only know the state of light when it reaches Earth.
How much has been learned about light testing it on Earth since Hubble?

When it suits, Physics sees light as travelling through what it assumes to be the vacuum of space and doing so at the designated speed of light. However, as space is composed of the emission of bodies light travels through interaction with this emission. There is simply no way in which Physics can verify that light travels as the designated speed through-out the Universe, The measure called a light year is nonsense.
