I get the impression that Jeb is an underperforming little bro who looks up to his dad and older bro, and wants to show them he could do it too. The problem is, he seems even less suited for straight-up politics then his brother.
Jeb! didn't have his brother's "swagger" (and one should not underestimate the value of that in getting elected to be POTUS). At the same time, Jeb! was burdened by his brother's actual legacy. Hence Jeb! never really had a chance, despite his tsunami of "shock and awe" superpac money.
