Why is it that civilized people in civilized countries don't seem to feel the need to carry guns for self defense? And why do they so seldom have a need for a gun for self defense?

One narrative I've heard is the history of how we have dealt with the arms used in war. Early on, you brought your own gun, but when the government issued them, people wanted to have those same guns at home, and that was fine. For a while. Then the guns got bigger.
