I couldn’t find him. But I read the cheat.
I started thinking that all the snowmen made a composite picture of the panda so I was squinting and trying to gaze through the snowmen.

I found him pretty quickly, but then, I was a faithful reader of Highlights Magazine as a child. I don’t know the cheat but a hint could be: carrots may be good for the eyes, but the carrot-less can help you see
